Uppsala County Council is a politically-managed organisation, with the County Council Assembly being the highest decision-making body. The non-Socialist Alliance forms the majority, while the Social Democrats, Left Party and Green Party are in opposition.
County Council Assembly
The highest decision-making body in the county is the County Council Assembly. The Assembly holds five meetings a year, and all are open to the public.
Election to the County Council Assembly takes place in conjunction with the general election, and determines how the 71 mandates will be allocated among the political parties. The non-Socialist Alliance has been in the majority since the 2006 general election:

County Administrative Board
The County Administrative Board is like a cabinet within the county council, but it is made up of representatives from all the parties in the Assembly. The County Administrative Board’s responsibilities include running the county council’s own health and dental care services, and preparing all matters that are to be dealt with by the Assembly. It has 15 members, who meet roughly once a month. These meetings are not open to the public.

Politicians with full or part-time commissions are called county council commissioners. They are members of the County Council Assembly and either the County Administrative Board or the Board of Health and Medical Services.

The Committee on Democracy, Gender Equality and Integration
The committee has 15 members and comes directly under the County Council Assembly.
The work of the political bodies is traditionally focused on decision-making, and does not offer sufficient scope for unrestricted discussion and a process-oriented approach. This is one of the reasons why the committee was established. It relies heavily on the commitment of its members in prioritising issues for discussion and actively contributing to measures within the field of activity.
The committee has several different tasks, including:
• preparing or investigating issues on which the County Council Assembly needs to make a decision
• participating in processes that result in the county council plan and budget
• leading discussions; acting as a think tank and a visionary body for the County Council Assembly
• pursuing issues relating to democracy, gender equality and integration, and monitoring the way in which the county council works within these areas in its operations
• calling attention to deficiencies and proposing measures when it observes discrimination, or when it encounters faulty structures, a lack of knowledge or information
• developing proposals for indicators that facilitate monitoring and the establishment of operational targets

Owner Committees
There are three Owner Committees that come under the County Administrative Board:
1. The Owner Committee for Uppsala University Hospital and the Committee for Research Issues.
2. The Owner Committee for Enköping General Hospital, Habilitation and Assistive Technology Services, and County Council Service, excluding property issues.
3. The Owner Committee for Primary Care and Folktandvården, the public dental service.
These committees deal with and prepare matters relating to the public administrations and/or the field that they represent.

Board of Health and Medical Services
The Board of Health and Medical Services represents the local population, and commissions the health and medical services, habilitation and assistive technology services and dental services that the population of the county is expected to require. The Board commissions services from the county council’s various organisations, for example from both hospitals, and from Folktandvården. The Board also commissions services from private healthcare providers from which the county council has procured healthcare services.
The Board has 15 members, who meet roughly once a month.

District Committees
There are three District Committees that come under the Board of Health and Medical Services, which serve to reinforce local participation and improve knowledge of the various county districts:

The politicians in a District Committee reside in the district that they represent. It is their job to bring in the local perspective when it comes to needs and access to high quality healthcare at a reasonable cost. By finding out the needs that exist in the district, they ensure that healthcare services are directed at the right things.
